Regulatory Changes Affect Market Access

November 19, 2012. Global manufacturers and exporters of products in wireless, telecommunication, electronics, and information-technology (IT) industries will be affected by a number of significant regulatory changes that have recently taken place in Argentina, Brazil, and India, according to TÜV Rheinland. Additionally, radio and telecommunication approvals in Russia might be delayed because the Russian approval agency is moving its offices.

Argentina’s National Communications Commission (Comisión Nacional de Comunicaciones) approved Resolution 2519/2012, an amendment to the Radio Frequency Identification of Low Power Devices regulation. The amendment adds new frequencies to the allowed short range devices spectrum.  Additionally, the measurement has been changed from radiated output power to magnetic field.

The Brazilian radio and telecommunications authority, ANATEL, issued an announcement Ofício Circular no. 93/2012-RFCEC/Anatel, changing regulations for sample modification during in-country testing. In the event that a sample must be modified during testing, the modified sample has to be submitted to the testing laboratory to repeat the specified tests before the application can be submitted for homologation to ANATEL. The necessary changes should be implemented by the manufacturer at the factory.

The Bureau of Indian Standard has announced requirements for mandatory safety registration of electrical and electronic goods beginning in the spring of 2013. Affected products include

  • electronic video games;
  • laptops, notebooks and tablets;
  • plasma/LCD/LCD televisions with screen size of 32” and above;
  • optical disc players with built-in amplifiers with input power of 200 W and above;
  • microwave ovens;
  • visual display units and video monitors with screen size of 32” and above;
  • printers and plotters;
  • scanners;
  • wireless keyboards;
  • telephone answering machines;
  • amplifiers with input power of 2000 W and above;
  • electronic music systems with input power of 200 W and above;
  • electronic clocks with mains powers;
  • set-top boxes; and
  • automatic data processing machines

Ministry of Communications and Mass Media of the Russian Federation office is moving, resulting in possible delays in radio and telecommunication approvals. The move began the second week of November and may last several weeks.
